Prop 80 back on ballot, too...I bet you never even missed it.
Proposition 80, a ballot measure that would
re-regulated electricity, is back on the ballot after a brief removal and
quick appeal. The issue is whether the measure bites off more than it can chew,
constitutionally speaking (it attempts to enact changes that opponents claim
would require a full-blown constitutional amendment, rather than mere
legislation).
